Manuel Roxas was a key figure in the generation that helped the Philippines gain independence from the United States. His administration demonstrated unequivocally that political autonomy without economic independence breeds reaction, perpetuates social inequalities, and encourages exploitation.
President Roxas also arranged the acquisition of 8,000 hectars of land in Bata ngas with the Ayala - Zobel family. These were sold to farmers who were landless.
In his term as well, the Republic Act No. 34 established a 70-30 split between the tenant and the landlord. 70% of the produce will be distributed to the person who covered the costs of planting, harvesting, and work animals. It also limited the amount of interest that landowners could charge tenants to no more than 6%.
